The cartoon depicts an american ship, the Lusitania, about to be attacked by a german sub. The cartoonist is emphasizing the randomness of the attack on the ship, and the ruthlessness of the germans. At the same time, it makes them sound illiterate by not being able to understand the U.S. wasn't their enemy. I think the cartoon is accurate, because the attack truely was random. The U.S. wasn't involved in the war at all, yet the Germans still attacked. However, the comic is generous to the germans, saying they don't understand who their enemy was, while in reality they knew exactly who they were fighting.
